Director of Preconstruction

We are currently seeking a Preconstruction Director for the Federal Division within our U.S. Group in Birmingham, AL.  The Preconstruction Director will serve as a key member of the project team and will work with management, operations and estimating staff.  This individual will lead the Federal Group’s efforts in providing preconstruction/estimating services to our clients.

  • Have demonstrated leadership abilities to coordinate a team of estimators to develop a plan and a large multidisciplinary estimate.
  • Lead internal Federal Group estimate review and bid process team meetings.
  • Review and understand all bid documents and assess project risks.
  • Review project plans, requirements and specifications.
  • Fills in design gaps for incomplete documents for the completion of estimates.
  • Prepares qualifications that align with the contractual requirements of the project.
  • Prepare and submits contract documents for legal and risk reviews.
  • Assist or lead the development of responses to prequalification and RFP packages.
  • Attend and assist Design Manager in design coordination meetings. Maintains a scope issues log and is responsible for managing the pricing efforts during the design phase.
  • Assist project team in design decisions and development of solutions.
  • Reviews the project construction schedule and ensures the timely preparation of the General Conditions and coordination with trade packages.
  • Determine labor and equipment cost.
  • Review accurate quantity takeoffs and materials pricing.
  • Understand project logistics and project schedule.
  • Prepare subcontractor/vendor bid packages. Compare and analyze competitive subcontractor and supplier bids.
  • Review subcontractor/vendor quotes and qualifications with Project Management Team.
  • Prepares and manages preconstruction schedule with buy-in from the Project Management Team.
  • Prepare estimates at different levels of completion (conceptual, schematic, DD, CD, etc.)
  • Continues to manage the buyout process after project award.
  • Ensures we are adhering to contractual requirements and strategically meeting overall goals by understanding preconstruction and construction contracts and applying knowledge to assigned project.
  • Tracks and manages budget between formal estimating periods and keeps the project team abreast of current budget and impact of design decisions.
  • Builds and maintains and solid relationships with subcontractors and vendors to obtain a competitive advantage for BL Harbert International.
  • Assist in the development and training of preconstruction staff.
  • Builds and maintains relationships with architects and engineers.
  • Bachelor’s degree in Construction or a related course of study, with 10-15 years of applicable preconstruction/estimating experience. Some field experience is desired.
  • Proven experience with managing preconstruction teams and leading the preconstruction process from start of finish.
  • Proven experience managing preconstruction for large scale projects.
  • Proven experience with both hard bid and design/build projects.
  • Proven experience of collaborating with Owner’s, Architects and Engineers during the delivery of design/build projects.
  • Proven experience in leading successful team ventures, including development of employees and maintaining relationships with external entities and subcontractor community.
  • Must have knowledge of estimating software such a Timberline, On Screen Takeoff or other related software.
  • Individual must be self-motivated, possess strong organizational and communication skills and must be confident in his/her ability to develop and manage their team.
  • Self-starter. Highly motivated to bring results and success to the projects he/she leads.
  • Ability to build trust and influence others internally and externally.
