The project includes design and construction of a new Flight Dynamics Research Facility at the NASA Langley Research Center in Hampton, Virginia.

The new vertical wind tunnel research facility replaces two aging existing facilities and consolidates their functions into a new single state-of-the-art center
for aerodynamic testing of developmental aircraft. Upon completion, the new vertical wind tunnel will be seeking LEED Silver and SITES certifications.
